Updated requirements of  TR 2018/024/BY: Lists of products, scope of exception, requirements

 On August 14, 2023 the Council of Ministers of the Republic of Belarus approved the changes to the Technical Regulations of the Republic of Belarus TR 2018/024/BY "Telecommunication Facilities. Safety". The changes are aimed at clarifying the scope of the Technical Regulation, list of products subjected to certification and declaration, conformity approval procedure of products according to this technical regulation.

Changes clarify the following aspects:

 1. Lists of telecommunication facilities subjected to certification and declaration of conformity according to
TR 2018/024/BY "Telecommunication Facilities. Safety" are updated.
(new equipment or modified ones is indicated in italics)

List of telecommunications facilities subjected to certification of conformity

1. Telecommunication facilities that perform the functions of data transmission:

  • equipment for switching and transmission of data packets, including for a data processing center;
  • equipment for routing and transmission of data packets, including for a data processing center;
  • transport device equipment supporting multiprotocol label switching (MPLS);
  • Internet Protocol (IP) multicast equipment;
  • broadcasting and interfacing equipment;
  • data network security equipment;
  • load balancers;
  • application layer gateways;
  • equipment for providing network services;
  • equipment for aggregation and access control to data transmission network resources;
  • equipment for the transmission of voice, video and multimedia information over data networks, except subscriber terminal equipment.

2. Telecommunication facilities that perform the functions (included in) digital transport systems (transmission systems):

  • equipment of digital transmission systems of synchronous digital hierarchy;
  • equipment for digital transmission systems of the plesiochronous digital hierarchy;
  • equipment of digital radio transmission systems;
  • equipment for spectral multiplexing of optical channels;
  • multifunctional channel-forming equipment with the possibility of flexible configuration;
  • transmission media converters, media converters;
  • optical transport network equipment.

3. Telecommunication facilities that perform the functions of switching systems and service management:

  • automatic telephone exchanges (hereinafter referred to as ATE), including office and industrial ATE with circuit switching and IP ATE, which are complete hardware and software devices manufactured in accordance with the manufacturer's design and technological documentation for compliance with the requirements for IP ATE;
  • software switches;
  • media gateways;
  • signaling gateways;
  • media gateway controllers;
  • session border controllers;
  • SIP proxy servers, redirect servers, registration servers;
  • IP-based multimedia services subsystem core equipment (IMS);
  • equipment for monitoring and managing video and audio conferences.

4. Telecommunication facilities that perform the functions of generating, coding, decoding, multiplexing, converting, transmitting digital television and radio broadcasting signals, having asynchronous serial (ASI) and serial digital (SDI) interfaces, including:

  • coders;
  • decoders;
  • multiplexers;
  • interface converters;
  • modules for inserting initialization packets, mega frames (MIP);
  • gateways T2-M.

5. Radio communication means:

  • fixed service radio relay communication equipment;
  • base stations and repeaters of standards: Global System for Mobile Communications (GSM), Universal Mobile Telecommunications System (UMTS), Digital Enhanced Cordless Telecommunication (DECT), Long-Term Evolution - long-term evolution (LTE), including Narrow Band Internet of Things (NB-IoT), New-Radio * - fifth generation radio access technology (NR), others;
  • base stations and repeaters of the land mobile service;
  • broadcasting and television transmitters and repeaters.

* Applicable after the allocation of radio frequency bands for the deployment of the fifth-generation mobile telecommunication system.

 

List of telecommunication facilities subjected to declaration of conformity

1. Modems, fax modems for data transmission via switched and unswitched telecommunication channels, including those that are part of other equipment.

2. Telephone sets of all types connected to wired telecommunication lines, including IP telephones, base units of DECT telephone sets and other technical means that dial numbers and transmit or receive voice messages.

3. Fax machines, facsimile boards, including those that are part of other equipment.

4. Telecommunication facilities that perform the functions of subscriber access systems:

  • digital subscriber access equipment;
  • Ethernet access equipment;
  • broadband wireless access equipment;
  • equipment for passive optical networks;
  • DOCSIS equipment.

5. Subscriber devices of a mobile telecommunications system (including radio modules that are part of other equipment) of the standards: Global System for Mobile Communications (GSM), Universal Mobile Telecommunications System (UMTS), Digital Enhanced Cordless Telecommunication (DECT), Long-Term Evolution (LTE), including Narrow Band Internet of Things (NB-IoT), New- Radio* – fifth generation radio access technology (NR), others.

6. Portable, wearable transceivers and analog and digital radio stations for the transmission of voice messages and data, operating in the frequency range from 30 to 1000 MHz, as well as radio stations in the 27 MHz.

7. Equipment for broadband wireless access, including radio modules that are part of other equipment.

8. Radio communication means related to short-range devices, including radio modules that are part of other equipment operating in the frequency range from 25 MHz to 40 GHz.

9. Stationary, wearable, portable transceivers of all categories and purposes, not specified in clauses 5-8 of this Annex, operating in the frequency range from 25 MHz to 30 GHz, including radio modules that are part of other equipment.

2. Scope of exclusion of TR 2018/024/BY is extended.

In additional to existing exceptions, the following clarifications for some types of telecommunication facilities are included to better define the scope of TR 2018/024/BY for specific products:
(updates are indicated in italics)

  • television and radio broadcasting receivers (with the exception of radio modules that are part of the receivers);
  • telecommunication facilities that are imported in the quantity of one or single quantities in line with one foreign purchase contract and are intended to be exclusively used by the importing legal entity or individual entrepreneur (inter alia for the purposes of research, study or testing), with the exception of telecommunication facilities requiring the issuance of a permit for the right to use the radio frequency spectrum in the operation of a radio electronic facility and (or) a high-frequency device for civil purposes from the State Supervision Authority of the Republic of Belarus in the field of telecommunications of the Ministry of Communications and Informatization;

New exception is added:

  • telecommunication facilities used for the preparation and holding of events held by the decision of the President of the Republic of Belarus, sports and (or) cultural and entertainment events, ensuring the stay of official foreign delegations are not subjected to conformity approval of this TR 2018/024/BY.

 3. Additional modified requirements.

  • Radio communication equipment designed to operate in the frequency range from 0 Hz to 300 GHz and used at a rated supply voltage of less than 50 V AC and less than 75 V DC must provide the necessary limitation of human exposure to electromagnetic fields.
  • Operational documents are executed in the state languages of the Republic of Belarus (Belarusian and (or) Russian) on paper and (or) electronic media. Letter trademarks, personal names, place names and other names and details in operational documents may be given in other languages. International units of measurement may be used.
  • When certifying telecommunications facilities, the applicant provides information about the current version of the installed software (if available).

Changes to TR 2018/024/BY is valid from February 17, 2024.

Original version of Amendment of TR 2018/024/BY: Changes to TR 2018/024/BY dated 2023-08-14

TR 2018/024/BY "Telecommunication Facilities. Safety" apply to telecommunications facilities put into circulation on the territory of the Republic of Belarus in accordance with Annexes 1 and 2, regardless of their design, including telecommunications facilities that are part of other technical facilities. This Technical regulation is mandatory in order to import telecommunication facilities in Belarus.

In order to import electrical products to Belarus and other EAEU countries conformity approval documents (declaration and/or certificate of conformity) according to Technical Regulations of Eurasian Economic Union should be obtained.
