Products to be imported to the Russian market should comply with requirements of the Eurasian Economic Union Technical Regulation (EAEU). Russian national regulation includes requirements that are not covered by EAEU Technical Regulations.
Communication facilities used in the public communication network are subjected to FAC Certification or FAC Declaration. Communication facilities used in the special communication network are subjected to mandatory certification in terms of their connection to the public communications network. Examples of communication facilities subjected to FAC certification and FAC Declaration:
Mobile phones
Antennas
Mobile cellular telecommunication systems (GSM, 2G, 3G, LTE…)
Wireless broadband access equipment (WI-FI, Bluetooth : mobile phone, laptop, notebook, keyboard, mouse, etc.) – all products that contains WI-FI, Bluetooth
Subscriber radio stations
Wired and cordless telephones
Fax machines and fax modems
Short distance radio communication devices (SRD, NFC, RFID, etc)
Etc
Telecommunication facilities that perform functions of data transmission systems, of digital backhaul systems, of service switching and control systems (switching and routing equipment)
Communication facilities that perform functions of control and monitoring systems (Equipment for automated control and monitoring systems for telecommunication networks)
Radio electronic facilities (Earth stations for satellite communications and broadcasting, equipment for radio relay communication; base stations and relay stations for mobile radio communication systems, Equipment for television broadcasting and radio broadcasting, base stations and repeaters of radio access network, etc.)

The main tips of Russian certification/declaration procedure of telecommunication facilities:
Exceptions can be simple products such as wired keyboards, monitors without encryption and data protection functions. The list of products (12 categories of encryption telecommunication facilities) subjected to the FSS Notification is given in the Decision of the Eurasian Economic Commission No. 30 as of April 21, 2015. In-country testing is not required for FSS notification. Russian Local representative should obtain an FSS notification. Foreign Manufacturer should sign a legalization Power of Attorney (Apostille). It’s applicable to all EAEU countries.

GOST-R Certification / Declaration is still required for several types of products that are not covered by the EAEU Technical Regulation. Examples of such products are lithium-ion batteries, high voltage equipment.
