EAEU Updates Technical Regulation on Safety of Machinery and Equipment (CU TR 010)

On April 8, 2026, the Council of the Eurasian Economic Commission (EEC) published Decision No. 36. This document updates the technical regulations of the Customs Union in the field of safety of machinery and equipment (CU TR 010/2011).

Main changes:

  • The scope of technical regulation of machines has been expanded.
  • Mandatory safety requirements have been established for machines and/or equipment, as well as for the processes associated with them, including development, production, installation, commissioning, operation, storage, transportation, sale and disposal for use and execution in the customs territory of the EAEU.
  • It is clarified that machines and/or equipment must comply with all current technical regulations of the EAEU.
  • The types of machinery and equipment that are not covered by CU TR 010/2011 have been clarified, taking into account the existence of separate technical regulations for such equipment.

Household appliances, audo-video equipment, IT and office equipment may only pose an electrical hazard during use. Consequently, such equipment is subject to the requirements of CU TR 004/2011 Safety/LVD, and not the requirements of CU TR 010/2011.

  • Definitions have been added to reflect changes in the lists of products and documentation submitted during the conformity assessment procedure.
  • The provisions related to the safety of machinery and equipment at the stages of design, manufacturing, storage, transportation, operation and disposal have been detailed and expanded. Operational documentation can now be supplied in both paper and electronic form at the discretion of the manufacturer.

However, paper documentation remains mandatory for: household appliances, self-propelled vehicles

special purpose trailers, equipment used at hazardous or potentially hazardous sites

  • It is also possible to obtain a one-time EAEU declaration for self-propelled vehicles or special-purpose trailers in a batch of no more than 100 units.
  • The procedure for making changes to the design of certified equipment has been established.
  • The list of equipment subject to certification will be expanded from 15 to 31 categories.
  • The list of equipment subject to declaration of conformity will also be expanded to include 64 product categories.
  • A new Appendix 4 “Requirements for the technical description submitted to confirm compliance of self-propelled vehicles and special-purpose trailers with technical requirements” has also been added.

The decision will come into force on September 1, 2026. However, from April 1, 2028, updated lists of goods subject to confirmation of conformity according to CU TR 010/2011 are applied.

Please note that in the Republic of Armenia and the Kyrgyz Republic, until April 1, 2040, it will be possible to obtain a declaration of conformity for individual goods included in the list of products subject to certification.

This applies to the following products: off road heavy trucks,  trackless transport for industrial floors loaders, stackers, electric forklifts and electric stackers, machines and equipment for excavation, reclamation, quarry development and maintenance, road and construction machinery and equipment (except power tools), self-propelled machines for logging, wood storage, wood rafting and forest care, machinery and equipment for the peat industry (except stationary equipment), machinery and equipment for public utilities (except stationary equipment), snow compaction machines, ice repair machines, equipment and machines for ground handling of aircraft (except for stationary equipment), golf carts, industrial tractors, personal mobility products (electric scooters, electric skateboards, hoverboards, Segways and unicycles), cargo tricycles, platform buses, industrial vehicles for transporting technological materials at production facilities

However, the release, movement and operation of the above products will be permitted only on the territory of the Republic of Armenia or the Kyrgyz Republic. The declaration of conformity must contain a note in the “Additional information” field stating that the products are not intended for release into circulation in the territory of the Republic of Belarus, the Republic of Kazakhstan or the Russian Federation.

Documents confirming compliance accepted before September 1, 2026 remain valid until their expiration date, but no later than September 1, 2031.
