Russia FAC CoC/DoC mandatory for your web-sites
On March 1, 2026, Decree of the Government of the Russian Federation of October 27, 2025 No. 1667 came into force. The Decree introduces new Rules for centralized management of the public communications network.
According to paragraph 4 of the Rules, providing access to sites where you can buy communications/telecom equipment that has not passed the mandatory confirmation of compliance (FAC CoC/DoC) will be a security threat:
“i) threats to provide access to information or information resources on the Internet, through which it is possible to purchase communications equipment for which mandatory confirmation of compliance has not been carried out in violation of the legislation of the Russian Federation.”
In other words, if on a particular site you can purchase a product that is a means of communication (has RF modules) and for which there is no communication declaration (FAC DoC) or communication certificate (FAC CoC), this site may be blocked. Devices with any communication interfaces (Wi-Fi, Bluetooth, mobile modules, etc.) automatically become objects of scanning.
So according to the new government decree, starting from March 1, 2026, owners of Internet resources selling equipment (smartphones, laptops, tablet computers, fitness trackers, etc.) will be required to show consumers documents (FAC CoC/DoC) confirming the equipment’s compliance with communication standards.
We would like to remind you that, according to the Federal Law “On Communications” and the Russian Federation Regulations dated 02/04/2022 No. 113, a declaration or certificate of conformity of communications equipment is required, in particular, for the following goods:
Examples of telecommunication facilities that are subjected to FAC declaration
- Mobile phones/smartphones
- Tablets, audio systems, headphones;
- Laptops, computers and accessories (computers, mice, keyboards, etc.);
- Antennas
- Mobile cellular telecommunication systems (GSM, 2G, 3G, LTE…)
- Wireless broadband access equipment (WI-FI, Bluetooth : mobile phone, laptop, notebook, keyboard, mouse, etc.) – all products that contains WI-FI, Bluetooth
- Subscriber radio stations
- Wired and cordless telephones
- E-readers, smart watches, etc.;
- Fax machines and fax modems
- Short distance radio communication devices (SRD, NFC, RFID, etc)
- game consoles and accessories for them (gamepads);
- base stations;
Examples of telecommunication facilities that are subjected to FAC certification
- Telecommunication facilities that perform functions of data transmission systems, of digital backhaul systems, of service switching and control systems (switching and routing equipment)
- Communication facilities that perform functions of control and monitoring systems (Equipment for automated control and monitoring systems for telecommunication networks)
- Radio electronic facilities (Earth stations for satellite communications and broadcasting, equipment for radio relay communication; base stations and relay stations for mobile radio communication systems, Equipment for television broadcasting and radio broadcasting, base stations and repeaters of radio access network, etc.)
- Modems, access point, routers;
The main tips of Russian certification/declaration procedure of telecommunication facilities:
- Manufacturer (including foreign) should be Applicant for Certification.
- FAC Certificate is valid for 1 or 3 years.
- FAC Certificate can include families of products.
- Local representative must be Applicant for FAC Declaration.
- The validity period of FAC Declaration is set by the applicant. Usually 5 years.
- FAC Declaration can include only one model of the product.
