Amendments to CU TR 004/2011, CU TR 020/2011

On June 10, 2022 the Council of the Eurasian Economic Commission (EEC) approved the changes to the Technical Regulations of the Customs Union CU TR 004/2011 "On the safety of low-voltage equipment" and CU TR 020/2011 "Electromagnetic compatibility of technical products". The changes are aimed at clarifying the scope of the technical regulations and list of products subjected to certification, eliminating duplication of the provisions of other adopted Technical Regulations of the Customs Union.

Changes clarify the following aspects:

1. Scope of CU TR 004/2011 is clarified.

In additional to existing exemption, CU TR 004/2011 does not apply to:
- used low-voltage equipment;
- low-voltage equipment included in the scope of the Technical Regulations of the Customs Union: CU TR 010/2011 "On the safety of machinery and equipment, CU TR 011/2011"Safety of elevators", CU TR 012/2011 "On the safety of equipment for working in explosive environments, - except cables, wires, cords;
- components of low-voltage equipment (assemblies, accessories and components) supplied by the manufacturer of this low-voltage equipment on a contractual basis, provided that these components cannot be available to the consumer except as built-in low-voltage equipment for which they are intended;
- components of low-voltage equipment (assemblies, accessories and components), the safety of which is partially or completely determined by how these components are built into other electrical equipment, and cannot be assessed otherwise than as part of this equipment (for example, connectors, winding wires, printed circuit boards, microswitches, relays, integrated circuits, discrete semiconductor devices, capacitors, inductors, resistors, filters and other components for mounting on printed circuit boards or otherwise inside housings or protective enclosures).

2. Scope of CU TR 020/2011 is clarified.

CU TR 020/2011 do not apply to technical products:
- are used by manufacturers of other technical products as components and are not intended to be used as self-contained products by end-user;
- are passive in terms of electromagnetic compatibility;
- specially intended to ensure safety in the field of the use of nuclear energy;
- used;
- medical devices;
- defense products.
If other Technical Regulations of the EAEU establish requirements to electromagnetic compatibility for certain types of technical product, then CU TR 020/2011 is terminated for such products.

3. Some terms and definitions is modified in both CU TR 004/2011 and CU TR 020/2011 (importer, rated voltage of low-voltage equipment), as well as new terms and definitions is included (low-voltage equipment, used low-voltage equipment (technical product), batch of low-voltage equipment (technical products), household electrical equipment, end-user).
 4. Some requirements to marking and operation manuals is modified.

Alphabetic trademarks, names of locality and other names and details in operational documents may be given in other languages. International units of measurement may be used.
Operating documents are not required if the mandatory information can be placed on the equipment or its packaging.

5. List of low-voltage equipment (technical products) subjected to certification (Annex 1 of CU TR 004/2011 and Annex 3 of CU TR 020/2011) is updated (new equipment or modified ones is indicated in italics).

1. Electric household appliances and devices:
for cooking, food storage and mechanization of kitchen work;
for processing (washing, ironing, drying and cleaning) linen, garments and footwear;
for room cleaning and tidying up;
for maintaining and controlling indoor microclimate;
for sanitary and hygienic use;
for hair, nail and skin care;
for body heating;
for vibro-massage;
playing, sports and gym equipment;
audio and video devices and radio and television receivers;
for sewing and knitting;
power supply units, chargers and voltage stabilizers;
for garden use;
for aquariums and garden ponds;
electric pumps;
lighting equipment and luminaries;
wiring products;
extension cords;
automatic control devices for household electrical equipment.
2. Personal electronic computing machines (personal computers):
personal electronic computing machines, including system unit;
cash registers, including those operating in conjunction with a computer.
3. Low-voltage household and office equipment connected to personal electronic computers:
scanners, printers and photocopiers (including multifunction devices);
monitors;
uninterruptible power supplies units;
active acoustic systems;
multimedia projectors.
4. Electric heating tool.
5. Electric musical instruments.
6. Cables, wires and cords.
7. Automatic switches and protective cutout devices, fuses, switchgears, switches, contactors, starters.

scanners, printers and photocopiers (including multifunction devices);
monitors;
uninterruptible power supplies units;
active acoustic systems powered from the alternating current mains;
multimedia projectors.
4. Electrified tools (electric hand-tools and portable tools).
5. Electric musical instruments.

Clause 8. Electric power distribution apparatuses and clause 9. Electric apparatuses for controlling electro-technical assemblies are deleted from List of low-voltage equipment subjected to certification (Annex 1 of CU TR 004/2011) and will be subjected to declaration according to CU TR 004/2011.

Changes to CU TR 004/2011, CU TR 020/2011 come into force from December 11, 2022.
