Belarus. New edition of telecommunication standard STB 1788-2024
New edition of the standard of Belarus STB 1788-2024 "Radio communications. Broadband wireless access equipment. Requirements for radio equipment" is introduced from February 1, 2025.
Standard STB 1788-2024 is included in the mandatory List of Standards to the Technical Regulation of the Republic of Belarus TR 2018/024/BY “Telecommunication Facilities. Safety”.
Broadband wireless access equipment (devices with WiFi, Bluetooth) is subjected to mandatory Declaration of Conformity according to TR 2018/024/BY (TR BY DoC).
The standard establishes requirements for the parameters of broadband transceivers and data transmission equipment (Bluetooth, Wi-Fi). The requirements of the standard apply to broadband wireless access equipment for mobile and fixed services. Broadband wireless access equipment that is part of the host equipment should be tested for the requirements of the standard.
The requirements for permitted operating frequency bands are being tightened. Testing laboratory check whether the device operates on unauthorized frequencies. Testing samples as well as the supplied products must operate only on the permitted operating frequency bands. If the device supports unauthorized frequencies, they must be disabled by disabling certain channels (for example, in the 2.4 GHz range - channel No. 14, etc.). Information about applicable IEEE standards (a/b/g/n/ac/ax/be), frequency bands, channel width of Wi-Fi should be submitted to the testing laboratory.
Permitted frequency bands in Belarus are:
2400-2483.5 MHz – indoor (100mW EIRP)
5150-5350 MHz – indoor (200mW EIRP)
5470-5725 MHz – indoor (200mW EIRP)
5650-5710 MHz – outdoor (500mW EIRP)
Frequency band 5945 - 6425 MHz are not allocated in Belarus at this time and are included in the “Perspective Plan for the Use of the Radio Frequency Spectrum by Radio Electronic Means in the Republic of Belarus”.
As soon as the State Commission on Radio Frequencies allows the use of frequency band 5945 - 6425 MHz, relevant testing will be required. Currently it is possible to perform testing for IEEE 802.11 ax/be. However, a note that these frequency bands are prohibited from being used will be indicated in the test report.
The State Commission on Radio Frequencies under the Security Council of the Republic of Belarus jointly with the State Inspectorate of the Republic of Belarus for Telecommunications of the Ministry of Communications and Informatization of the Republic of Belarus establish the radio frequency bands and operating conditions of wireless access radio equipment used in Belarus.
