Belarus partly renews Energy Efficiency Requirements from January 03, 2025.
The official document that adopts changes - Resolution of the Council of Ministers of the Republic of Belarus No. 708 dated September 26, 2024
Manufacturers (importers) should pass mandatory conformity approval procedure and obtain Belarus certificates of conformity for four groups of products starting from the year of 2025:
- Household refrigeration appliances: refrigerators, freezers and their combinations (Clause 3.1).
- Electric ovens (including those integrated into cookers), with the exception of portable ones and those not equipped with an adjustable thermostat; electric hotplates (including those integrated into cookers), with the exception of portable ones (Clause 3.2).
- Washing machines (Clause 3.5).
- Lamps with non-directional light emission (incandescent lamps, fluorescent lamps, LED lamps) (Clause 3.8).
The listed products are widely produced in Belarus. It was the reason why these 4 product groups were resumed.
Mandatory conformity approval document – certificate of conformity.
Certification procedure should be performed according to the Belarussian Certification Rules “Rules for conformity assessment of the National Conformity Assessment System of the Republic of Belarus”
- In-country testing (initial verification tests) is mandatory (Cl. 73 of the Rules).
- On-site factory inspection is mandatory (or factory inspection reports issued by Certification Bodies accredited in EAEU country are acceptable) (Cl. 94 of the Rules).
Energy Efficiency requirements for these four groups of products are mandatory in Belarus until the entry into force (commencement) of the technical regulations of the Eurasian Economic Union on requirements for the energy efficiency of electrical energy-consuming devices.
EAEU Technical Regulation "On the requirements for the energy efficiency of energy-consuming devices" (EAEU TR 048/2019) come into force from September 1, 2025.
Belarus Energy Efficiency requirements are still not mandatory for other groups of products from the initial List of products of Resolution No. 849 (like air conditioners, dishwashers, external power supplies, televisions, television monitors, household and office equipment). Manufacturers and importers can still obtain voluntary certificates of conformity of Energy Efficiency parameters.
