Serbian New Rulebook and voluntary Serbian conformity approval
The Regulatory Agency for Electronic Communications and Postal Services (RATEL)
advanced the implementation of its EU RED-aligned radio equipment regulatory framework
under the Rulebook on Radio Equipment (No. 24/2024).
From January 01st, 2027 according to The Serbian RE RULEBOOK:
- New or renewal of Serbian Certificates of Conformity (CoC) will be voluntary, not obligatory;
- Some Serbian documents are obligatory: Serbian DoC (it isn`t RED 2014/53/EU translation), user manual, safety instructions, restrictions on the use of radio equipment;
- SCM = only tripl A is obligatory (CE Marking will be enough when Serbia join EU)
- Obligations of the manufacturer (article 12), Obligations of the importer (article 14), Responsibilities of the distributor (article 15)
Required Actions for Manufacturers
- Audit existing certifications. Identify all radio products currently sold in Serbia under a national CoC and confirm validity periods.
- Engage with the designated CAB.Until 31 December 2026, new placements still require a Serbian CoC from the designated Conformity Assessment Body.
- Prepare an EU-compliant Technical File.Ensure your product complies with RED 2014/53/EU and harmonized standards (e.g., ETSI EN 300 series, EN 301 489, EN 62368-1, EN 18031 series for cybersecurity).
- Draft the Serbian-language DoC.Format must follow Annex V of the Rulebook.
- Verify RED Article 3.3 cybersecurity readiness.Particularly for Wi-Fi, Bluetooth, and IoT devices.
- Plan around the December 2026 cutoff.New CoCs issued late in 2026 may still be valid for up to 5 years, but new strategies should already lean on the EU DoC model.
Serbian voluntary RE Certificates of Conformity for January 01st 2027 will satisfy many demands of Market inspector or Inspector for Electronics communications.
