Belarus. What is new in Energy Efficiency procedure?
Belarus made changes to Energy Efficiency procedure from October 17, 2025.
The official document that adopts changes - Resolution of the State Standardization Committee of the Republic of Belarus No. 109 dated August 29, 2025
According to these changes Belarusian certification bodies can legally accept factory inspection reports carried out by a member of the conformity assessment system of the International Electrotechnical Commission for Electrotechnical Equipment and Components (IECEE).
This means that factory inspection reports CIG023 issued by IECEE members are acceptable now for Belarus Energy Efficiency certification.
The main topics of Belarus Energy Efficiency certification are:
- Four groups of products subjected to mandatory conformity approval procedure (5-years certification of conformity):
- Household refrigeration appliances: refrigerators, freezers and their combinations.
- Electric ovens (including those integrated into cookers), with the exception of portable ones and those not equipped with an adjustable thermostat; electric hotplates (including those integrated into cookers), with the exception of portable ones.
- Washing machines.
- Lamps with non-directional light emission (incandescent lamps, fluorescent lamps, LED lamps).
- Manufacturers and importers can obtain voluntary certificates of conformity of Energy Efficiency parameters for other groups of products (like external power supplies, TV, monitors, household and office equipment, air conditioners, dishwashers).
- Certification procedure should be performed according to Belarussian Certification Rules and includes:
- Testing (manufacturer's test reports, foreign laboratory test reports (including initial verification testing), in-country test reports).
- Factory inspection (factory inspection reports issued by IECEE members (CIG023)), certification bodies accredited in EAEU countries, on-site factory inspection is.
- Surveillance (twice during period of validity of certificate as testing or factory inspection).
- Energy Efficiency requirements are mandatory in Belarus until the entry into force of the Technical Regulations of the Eurasian Economic Union on requirements for the energy efficiency of electrical energy-consuming devices. EAEU Technical Regulation "On the requirements for the energy efficiency of energy-consuming devices" (EAEU TR 048/2019) come into force from September 1, 2028.
Manufacturers (importers) should obtain the following national conformity assessment documents in order to import and sell electronic and electrotechnical products to Belarus:
- Declaration of conformity or certificate of conformity according to TR 2018/024/BY "Telecommunication Facilities. Safety" for telecommunication products. Type of conformity approval (DoC or CoC) depends on type of product (telecommunication means or RF module in part of product), applied functions (WiFi, Bluetouth, SRD, GSM, 2G, 3G, LTE), intended application (subscriber devices, terminal means and provider’s means). - Certification of conformity (STB EE CoC) of Energy Efficiency requirements.
- Manufacturers (importers) should also obtain EAC CoC or DoC to import and sell electronic and electrotechnical products to EAEU countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia).
