How to Import Agricultural Drones to the EAEU: A Step-by-Step Compliance Guide

Commercial import of drones and Unmanned Aerial Vehicles (UAVs) into the Eurasian Economic Union (EAEU) is a highly regulated process.

To legally import drones to the EAEU, importers must comply with TR CU 020/2011 regulation.
However, the union market remains segmented: in addition to the single declaration, each EAEU member state establishes individual import rules and national radio frequency spectrum standards.

1. The Russian Federation

To import civil drones (UAVs, copters, agricultural drones) into the territory of the Russian Federation, it is necessary to obtain three mandatory documents:

1) FSTEC Identification Conclusion

Confirms that the drone is not a dual-use item.

Exception: If the drone is equipped with a thermal imager or a rangefinder capable of calculating target coordinates, a full FSTEC License is required instead of a Conclusion.

2) Radio Frequency Approval (Minpromtorg License)

Drones are classified as radio-electronic equipment (RF devices). The procedure depends on whether the model is listed in the Unified Register of RF Devices and High-Frequency Equipment or Russian Register of RF Devices and High-Frequency Equipment:

- The Unified Register of Radio-Electronic Equipment and High-Frequency Devices (EAEU Register).

- The Register of Radio-Electronic Equipment and High-Frequency Devices Authorized for Import into Russia (Russian Register).

Situation What to do
Model is listed in the Unified Register of RF Devices (EAEU Register) No Minpromtorg License or official extract is required for import.
Model is listed in the Register of RF Devices for Import into Russia (Russian Register) Obtain an extract from the Register + a Minpromtorg License (no testing required).
Model is not listed in the Register of RF Devices for Import into Russia (Russian Register) Full cycle:

  • getting a temporary import permit from Roskomnadzor,
  • importing samples,
  • undergoing laboratory testing at the GRFC (General Radio Frequency Centre),
  • adding the model to the register,
  • finally obtaining the Minpromtorg License.
