Russian Simplified conformity approval procedure Decree No. 353 extended with certain limitations.

Russia extended the simplified conformity approval procedure Decree of the Government of the Russian Federation of March 12, 2022 No. 353 "On the specifics of licensing activities in the Russian Federation" till September 01, 2027.

Decree of the Government of the Russian Federation of July 10, 2026 No. 867 "On Amendments to Decree of the Government of the Russian Federation of March 12, 2022 No. 353" amends these changes and comes into force on August 10, 2026.

As a reminder, Appendix 18 of this Resolution No. 353 provides a number of simplified conformity approval procedures for manufacturers and importers of products on the territory of Russia.

However, Russia has limited some simplifications, effective August 10, 2026, for certain types of products listed in the Order of the Ministry of Industry and Trade of the Russian Federation dated September 10, 2024 No. 4114 "On approval of the list of products indicating codes of the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union, in respect of which the provisions of paragraph 6 of Appendix No. 18 to Resolution No. 353 of the Government of the Russian Federation dated March 12, 2022 "On the specifics of licensing activities in the Russian Federation" do not apply"
This List includes most electrical, household, and electronic products, communications equipment, and other products. The List of such products is provided with HS codes and is updated periodically.

The main simplifications and their restrictions for specific groups of products (from Order of the Ministry of Industry and Trade No. 4114 of September 10, 2024):

  • Importers have to provide authorized copies of certificates of conformity and declarations of conformity to Customs when importing products into Russia.
  • The EAC mark must be applied before import into Russia or at the Customs warehouse before the product is released into circulation.
  • The use of the Simplified Declaration procedure (this was previously introduced) is prohibited.

For other types of products that are excluded from Order of the Ministry of Industry and Trade No. 4114 of September 10, 2024, the following is still permitted:

  • Simplified declaration procedure (with next mandatory certification/declaration).
  • Applying the EAC marking after import into Russia.
  • Use of certificates and declarations of other owners or information about these documents from the Register.
