Russian transport safety new rules
New rules for certification of technical means of ensuring transport safety will come into force on September 1, 2026
From September 1, 2026 to September 1, 2032, Russian Government Resolution No. 2107 of December 23, 2025, will be in effect in Russia. It establishes new requirements for the functional properties of technical means of ensuring transport safety and rules for their mandatory certification. This document repeals previously applicable regulations (including Resolution No. 969) and applies to a wide range of equipment.
To ensure transport security, technical means of communication, reception, and transmission of information intended for use on transport infrastructure facilities and vehicles are subject to mandatory certification. This is a requirement of the Law of the Russian Federation "On Transport Security."
Certification of technical means for ensuring transport security is mandatory for the following types of equipment:
- Alarm systems and equipment;
- Access control systems and equipment;
- Screening systems and equipment;
- Video surveillance systems and equipment, including intelligent systems (face identification, biometric terminals and turnstiles, alarm detection);
- Video recording systems and equipment;
- Communication systems and equipment, including subscriber radio communications, wired and optical data transmission systems;
- Notification systems and equipment;
- Information collection and processing systems and equipment;
- Audio recording systems and equipment.
Certification and the issuance of registered certificates are carried out by accredited certification bodies authorized by federal executive bodies to carry out procedures related to the certification of technical means of ensuring transport security.
The certification body must issue a certificate within 90 business days of the mandatory certification agreement.
Certificates of conformity issued before September 1, 2026, are valid for each unit of technical equipment throughout its entire service life.
